I had rain barrels when we lived in Buffalo through the eighties and nineties. They were an alternated supply for my garden as much as anything else.

But pay a lot of attention to them. they require service in the summer. We get periodic rain and as the water ages and drops in the barrel any vegetative matter will concentrate and rot and make the inside of the barrel pretty slimy.

I used soap to clean them but I see the new recommendations includes bleach. Thee are some environmentally friendly varieties of bleach available now.

But this is as important as mosquito control.

Be sure to find rain barrels which offer a mesh mosquito guard, and also look for barrels which have an overflow valve function to allow the excess water to flow out of the rain barrel and away from your foundation. Hooking a drip hose to this valve is a great way to give your garden or flower bed a constant source of moisture.
